摘要
集体建设用地流转具有促进中小城镇化和显化农户土地财产的作用。我国集体建设用地流转已经具备政策、现实和平台基础,实行集体建设用地交易省级统一管理具有显著的优势。因此我国新增建设用地应实行新地新制度,无论城乡其新增建设用地都统一归为建设用地范畴。建立和完善县级以上有形土地交易市场,将集体土地交易和城市土地交易市场合并,实行土地交易有形市场制度,将会推动我国土地市场进一步完善。
Collective construction land transaction has the function of promoting small and medium scaled urbanization and manifesting farmers household land property. The collective construction land circulation in China has had its policy, reality and platform basis, and implementing a provincial level unified management of collective construction land transactions has a significant advantage. Therefore, a new system should be applied for new construction land in China, and new construction land in both urban and rural areas should be classed as construction land in unification. Establishing and perfecting tangible land markets at or above the county level, integrating collective and urban land trading market,and implementing a tangible land transaction market system, will promote the land market to further improvement in China.
