The Decision Mechanism and the Interaction Mechanism of Chinese Enterprises' Migration

企业迁移是一个多阶段行为抉择、多个行为主体互动的过程。跨国企业、国有企业和民营企业在迁移过程中的决策制定、目的地选择所考虑的问题和迁移方式的选择存在差异,并且与其他行为主体之间的互动也各有特点:跨国企业考虑更多的是水土不服问题,因而更加注重与各级政府的互动;央属国有企业加强与中央政府和地方政府之间的互动,地方属国有企业关注与承接地政府和企业的互动;处于弱势地位的民营企业更加注重趋利避害。

Enterprise migration is a process with multiple phases of behavior decision and interactions between multiple behavioral agents. Among multinational enterprises, state-owned enterprises and private enterprises, the considerations related to decision making and destination choosing,and the way of migration are different; their interactions with other behavioral agents are different with their respective features, as well.Multinational enterprises concern more about acclimatization, so they focus more the interaction with governments of all levels; state-owned enterprises which are directly administrated by the central government usually emphasize more on their interactions with central government and local governments; stated-owned enterprises which are administrated by local government focus on interactions with local governments; private enterprises, which are usually in a weak position, weigh more upon striving to seek advantages and circumventing disadvantages.
