我国新型城镇化战略中的循环经济建设研究

Research on the Construction of Circular Economy in the New Urbanization Strategy in China

新型城镇化是我国要重点实施的战略性任务之一,城镇化的健康发展是优化经济发展空间的重要内容。随着城镇化进程的加快,集约高效、绿色循环、低碳发展将全面融入新型城镇化进程。为完善我国新型城镇化战略中的循环经济建设,本文基于两者的发展内涵和重点评价领域,构建由循环城镇建设、产业优化升级、资源循环利用和生态环境改善四个领域组成的评价指标体系,并结合2008-2013年相关数据,利用熵权法和线性加权综合评价方法对我国新型城镇化发展进行评价。评价结果显示,2008-2013年新型城镇化建设综合评分逐年上升,整体发展状态良好。细化到各领域来看,我国现阶段较为注重循环城镇节能、节约建设和产业优化升级,两者的评价曲线相近,评分逐年增加,发展势头强劲;但资源循环利用和生态环境改善领域还存在很多不足之处,两者的评价曲线都出现上下波动的状况,没有形成稳定的上升趋势。下一步新型城镇化循环经济建设工作中,要加大循环经济的资源循环化利用和污染物减排,为我国新型城镇化健康发展提供有力支撑。

New urbanization is one of the strategic tasks needs to be implemented in China,and the healthydevelopment of urbanization is an important part of optimizing the economic development space. With thecontinuous development of urbanization,intensive and efficiency,green circular and low carbon develop-ment will be fully integrated into the new urbanization process. In order to optimize the construction of cir-cular economy in the new urbanization strategy in China,based on the development connotation and mainevaluation of the two areas,this paper constructed the evaluation index system,which contained circulartowns＇ construction,industrial upgrading,resource recycling and environment improvement. Combinedwith the relevant data from 2008 to 2013,using the entropy weight method and the linear weighted compre-hensive evaluation method we evaluate the development of new urbanization in China. Evaluation resultsshow,new urbanization comprehensive score from 2008 to 2013 increased year by year,the overall develop-ment is in good condition. Refinement to the four fields,China＇s current stage is more focused on the ener-gy saving development of circular towns＇ construction and industrial upgrading. Evaluation curves of thesetwo areas are similar,and their scores are powerfully increasing year by year. But there are still many prob-lems in the fields of resource recycling and environment improvement：both of the evaluation curves arefluctuating,and they have no steady upward trends. In the next step of circular economy construction of newurbanization,resources recycling and pollutant reduction need to be put on more attention,thus providing astrong support for the healthy development of new urbanization in China.
