盐阜区抗日根据地是新四军、八路军开辟的华中根据地中重要的一块。新四军、八路军在黄桥战役后胜利会师于苏北盐城,开始创建盐阜根据地。新四军整编后,在中共中央华中局的领导下,落实中央的指示,在盐阜区创建抗日民主政权,组织参议会,实行"三三制"原则,完善根据地的行政领导体制;探索民主施政,保障人权,改革基层政权,打破封建势力对地方的控制;剿匪防奸反特,清除社会上的腐败风气,安定社会秩序;救济灾荒,兴修水利,推进民生建设;建立法律体系,树立法制观念,规范司法执法。新政权展现了为人民服务的新作风,赢得了人民的支持。

Yanfu Anti-Japanese base is an important part of Central China Base. After Huangqiao Campaign, N4 A and the Eighth Route Army met in Yancheng and built the base. After the reorganization of N4 A, the political power was constructed under the leadership of Central Bureau of the Central Committee of the Communist Party of China. It followed the Party＇s instruction by organizing the conference, implementing the principle of triangular organization, improving the leadership. It invented the democratic administration, guaranteed the human rights, reformed the grass roots political power,broke the control by feudal powers; eradicated the gansters, traitors, special agents, fought against corruption, stabilized the social order; relieved famines and disasters, undertook water conservancy projects, promoted the welfare; established the legal system, inplanted legal ideas, regulated the jurisdiction. The new political power demonstrated the new work style of serving the people, with the support of the people.
