地方高校财政拨款的因素及标准分析——以湖南省为例

Analysis of Factors and Standard of Financial Allocation in Local Higher Colleges-Taking Hunan Province as an Example

在经济发展速度放缓,财政资源稀缺的形势下,政府对地方高校财政拨款模式问题凸显。为解决高等教育财政投入问题,我国现行以生均拨款为主,专项经费为辅的财政投入政策。本文以湖南省为例,对地方高校财政拨款的各项因素构成,进行评价分析,从而为进一步完善政府对地方高校经常性拨款的财政策略。

In the situation of slow economic development and scarce financial resources,the problems of government＇s funds allocation modes are increasingly obvious. Taking hunan province as an example,this paper makes evaluation and analysis on the factors of financial allocation in local higher colleges so as to further improve the common financial strategy of government.
