摘要
上海试点建设成具有全球影响力的科技创新中心,是2014年中央对上海提出的重要要求。该文基于BCC-DEA模型、序列DEA-Malmquist生产率指数和目标投影距离函数,对2005-2013年上海市科技要素配置效率和优化路径进行实证分析。研究表明:目前科技研发投入支持力度减弱,科技产出增速放缓是上海市科技发展面临的最主要的问题。同时,有限的科技资源过度集中在传统工业领域,不同行业之间存在大量配置无效率现象。并且近年来技术进步对于科技创新综合效率提升呈现下滑趋势,反映出目前创新价值链"产、学、研"三阶段存在薄弱环节。基于此,引导科技资源投向规模收益递增的行业是提高科技要素有效配置进而带动地区综合科技创新实力提升的重要途径。
As a breakthrough for Innovation-driven Strategy of China, Shanghaiplans to become one of the leading Technology&InnovationCenters in the world. This paper evaluates comprehensive innovation efficiencyin Shanghai from 2005 to 2013, using BCC-DEA Method, Sequential DEA-Malmquist Index, and Projected Value Function. The main findings are as follows: First, the weakened fiscal support and shrunk innovation output are primal problems of technology development in Shanghai. Second, finite technology resources are over concentrated on traditional manufacture, which due to massive allocate inefficiency. The main path is leading technology resources turn to scale-increasing industries, which can increase efficiency performance and promote innovation strength. Third, technical progress to comprehensive innovation efficiency decreased during past three years, which reflect a weak link of innovation value chain. Hencefore, government should take effective measures for "Industry-University- Research" cooperation.
