中共中央、国务院《关于深化国有企业改革的指导意见》,是中央关于深化国有企业改革的顶层设计。要把《指导意见》与十八届三中全会通过的《中共中央关于全面深化改革若干重大问题的决定》结合起来理解其新的精神。在混合所有制改革中,一个核心问题是谁控股,积极发展混合所有制经济,不能不讲或很少讲国有资本参股私有企业的混改方式。发展混合所有制经济的具体目标是促进国有企业转换经营机制,放大国有资本功能,增强国有经济的活力、控制力、影响力和抗风险能力,提高国有资本配置和运行效率,实现各种所有制资本取长补短、相互促进、共同发展,但也要防范借混改之机销蚀国有资本、化公为私。同时,国有企业也要有进有退,有所为,有所不为,并且在实践中进一步加强和改进党对国有企业的领导。

The development of the mixed ownership economy aims specifically at enforcing the transformation of state-owned enterprises in an operational mechanism, magnifying the functions of state-owned capitals, and heightening vitality of economy, control, influence and anti-risk capability, so as to boost the configuration and operational efficiency. Accordingly all kinds of capital ownership complement each other, move forward with mutual benefit as well as common development. However, we shall in the same time prevent the attempt to undermine state-owned capitals and illegally appropriating public property for private use while stateowned enterprises shall keep a balance between advancing and retreating act or refraining and involvement, reinforcing and re-calibrating the CPC's leadership in state-owned enterprises.
