“省管县”改革背景下县级政府治理模式探析

On the County Governance Model in the Context of " Province Administrating County" Reform

省直管县的新型体制是着眼于破除"市管县"的体制弊端、更好地服务地方经济社会的转型发展而适时创制的。"省管县"的改革探索既是突破现行行政管理体制瓶颈的创新尝试,也是超越传统政府治理模式局限的有力举措。通过契机与考验的双重视角,就"省管县"改革实践对地方政府特别是县级政府治理模式转型变革的作用与影响,从完善治理制度、更新治理理念以及转变具体治理方式三个层面,提出相应建议。

The reform of ＂ province administrating county＂ is timely produced for getting rid of defects of ＂ city administrating county＂ system,and better serving the local economic and social transformation.Its significance lies in not only an innovation to break through the bottleneck of existing administrative system but also an effective measure to go beyond the limitations of the traditional governance model of counties.Based on the dual perspective of opportunity and test,it provides three corresponding proposal from perfecting governance system,changing governance concept and specific governance ways in view of the influence of ＂province administrating county＂ reforms on the local governments especially the county government＇s transformation of governance model.
