摘要
当前国家在积极探索推进集体经营性建设用地入市,珠三角地区已于2005年就开始了有关改革探索,取得了丰富的经验,也出现了很多困难和问题,需要引起重视。本文在充分研究了困难和问题的基础上,认为国家开展改革要以问题为导向,采取针对性的措施完善制度设计,并提出了统一土地权能、统筹入市收益、强化基础管理、加强综合监管、完善顶层设计等政策建议。
China is actively exploring and carrying forward the rural collective operational construction land market entry at present. The relevant reform and exploration were initiated in the Pearl River Delta region as early as in 2005, and substantial experiences have been accumulated. However, many difficulties and problems which need to pay attention to have also emerged. On the basis of full study of these difficulties and problems, this paper deems that China should carry out the reform in a problem-oriented way and take targeted measures to improve the institutional design, and puts forward some suggestions such as unifying land rights and functions, coordinating marketing earnings, strengthening foundational management, intensifying comprehensive supervision and improving the top level design.
