对完善我国海洋资源资产管理体制的初步思考

Preliminary Thinking on Improvement of Marine Resource Asset Management System

海洋资源是我国自然资源的重要组成部分,完善其资产管理体制对推动生态文明建设、促进海洋资源合理开发利用以及海洋资源资产保值增值具有重要意义。我国海洋资源资产是指海洋范围内和沿海地带具有明确的所有者、能够产生效益的稀缺性海洋资源,现已基本形成中央与地方相结合的自上而下的多级管理体制,但未设立专门的海洋资源资产管理机构。针对目前海洋资源资产管理体制存在的条块分割管理、中央与地方关系不明晰、监管体系不健全等突出问题,本文构建了集中统一与分级管理相结合的海洋资源资产管理体制总体框架,以期为健全自然资源资产管理体制提供参考。

Marine resources are an important part of China＇s natural resources. Improvement of their asset management system has important significance for promoting ecological progress and rational utilization of marine resources, and maintaining and increasing the value of marine resources. Marine resource assets are those rare marine resources which have a clear owner and can produce certain benefits in the marine areas and coastal zones. China has been basically established a muhi-level management system from top to bottom and combining central with local governments. However, no specialized resource asset management institution has the marine resource asset management institution such as been set up. In response to the obvious problems existing in compartmentalized management, unclear relationship between the central and local governments and unsound oversight and control system, this paper constructs an overall framework of marine resource asset management system combining the centralized with level-to-level management in order to offer reference for improvement of the natural resource asset management system.
