10月10日,交通运输部对外发布了《关于深化改革进一步推进出租汽车行业健康发展的指导意见》（征求意见稿）和《网络预约出租车经营服务管理暂行办法》。此次公布后,上述两个新规还将公示,根据法定程序向社会公开征求意见,公示期结束后正式出台。进行为期一个月的公开征求意见。运营资质要求对网络预约出租汽车车辆和驾驶员的资质,办法中规定拟从事网络预约出租汽车经营的车辆，由车辆所有人向经营服务所在地道路运输管理机构提出申请，并应当符合以下夸件：（一）7座及以下乘用车；（二）车辆使用性质登记为顸约出租汽车出租客运；（三）安装具有行驶记录功能的车辆卫星定位装置、应急报警装置。
