Build Evaluation Indicator System Poverty in Ethnic Minority Areas

扶贫和脱贫问题一直以来是国家重点工作之一,尤其是少数民族地区的脱贫问题。对少数民族贫困县进行划定之后就是精准扶贫,首要工作就是贫困县的贫困程度评估,评估指标显得尤为重要。文章通过对少数民族地区贫困状况介绍、设立科学、合理评估原则,进而构建出五个贫困评估的指标体系,分别是经济资本贫困、人力资本贫困、社会关系资本贫困、信息贫困及生态贫困,为少数民族地区精准扶贫奠定基础。

The problems poverty alleviation and out of poverty have been one of national key work, especially in ethnic minority areas out of poverty. After delimiting the poverty counties in ethnic minority areas, how to accurate for poverty alleviation is key, the first job is the poverty counties in evaluation, evaluation indicator is particularly important. This article introduce the poverty condition in the ethnic minority areas,set out the principle of a scientific and reasonable evaluation,and then build five poor evaluation indicators, respectively is poverty in economic capital, human capital and social relationship capital, information poverty and ecological poverty, for the ethnic minorities in China laying foundation for precision poverty alleviation.
