福建省经济发展与工业污染关系的实证研究

Empirical study on the relationship between economic development and industrial pollution in Fujian Province

环境库兹涅茨曲线(EKC)是分析环境污染与经济发展之间关系的经典假说,典型的EKC呈"倒U型"。通过选取1999-2013年福建省的人均GDP和工业SO2、固体废物以及工业废水等排放量作为指标进行实证分析。结果显示,在此期间,福建省人均GDP与工业SO2排放量呈"倒U+U型"曲线关系,工业固体废物和工业废水排放量均呈单调递增的趋势,且尚未出现排污顶点。因此,福建省应着力调整产业结构,改变观念,加强技术创新,增加政府减污投入,建立健全减污法律法规体系,走可持续发展道路。

The Environmental Kuznets Curve is a classical hypothesis to analyze the relationship between economic development and environmental pollution. The EKC is an ＂ inverted U shape＂ curve typically. We select the series data of economy and environment in Fujian Province from 1999 to 2013. These data include per capita GDP,sulfur dioxide,industrial waste and industrial waste water.Through the empirical research,we can draw the conclusion that,SO2 EKC take the shape of inverted U plus U,the solid waste and waste water show a monotonically increasing trend,and have not reached the drainage peak yet. Therefore,Fujian Province should take measures to adjust the industrial structure,to change the production concepts of the enterprises,to develop the third industry vigorously,to increase more investment into reducing the pollution,to make some technological innovations,to improve the legal system of pollution reduction,and take the road of sustainable development.
