国家自然科学基金信誉体系构建及评价方法研究

The Exploration on Construction and Evaluation Method of Credit System of National Natural Science Foundation of China

科学基金信誉是科学基金管理水平和科学基金管理机构能力的综合体现,是科学基金的生命力所在。科学基金的信誉管理,不仅是科学基金科学管理的内在要求,也是以法治方式及法治思维强化行政管理的具体要求和精神,这使得科学基金信誉管理研究具有重要的科学与现实意义,但理论界对于国家自然科学基金信誉评价体系及评价方法的研究仍相对较少。基于社会信誉与管理信誉两个层面,综合考虑影响科学基金信誉评价体系的各种因素,结合科学基金的整体运作与评审机制,对国家自然科学基金信誉体系和评价方法进行了探讨。

Credit of Science Foundation embodies both the level of Science Foundation's management and the power of Sci‐ence Foundation's mechanism synthetically .It is also represent the vitality of Science Foundation .Reputation management of Science Foundation is not only the inherent requirement of National Natural Science Foundation of scientific manage‐ment ,but also is requirement of the rule of law mode and the thinking strengthening of administrative management ,w hich makes the National Natural Science Foundation Research on reputation management has important scientific and practical significance .However ,the evaluation method of the National Natural Science Foundation of the credibility evaluation sys‐tem is still relatively rare .Based on two levels of social credit and management credibility ,in this paper ,we consider the various factors that affect the reputation evaluation system ,combine with the overall operation and evaluation mechanism of National Natural Science Foundation ,to discuss on the evaluation method of the credit system of National Natural Sci‐ence Foundation of china .
