包容性增长视域下贵州经济发展探析——以洛贯地区发展规划为例

An Analytical Study of Economic Development in Guizhou Province under the Scope of Inclusive Growth:Luoguan Penetration Region Development Planning,for Example

通过探讨包容性增长内涵,在包容性增长视域下构建城市发展规划法方案,并对贵州省洛贯经济开发区的发展规划进行了实证分析。实证结果表明包容性增长发展规划应关注民生、公平与增长,其中公平是城市经济发展的本质要求,增长是核心动力,民生是发展目标。贵州省应重点关注基础设施和产业经济,强调空间的和谐发展,完善保障制度,做好生态环境保护,同时也要坚持公共服务和弱势群体服务,以包容性增长理念指导贵州省洛贯经济开发区的城市规划建设,以实现洛贯地区的城市经济发展,进而促进贵州省经济的可持续发展。

By discussing the connotation of inclusive growth,this paper constructed a solution to urban developmental planning under the scope of inclusive growth,and conducted empirical analysis on the development planning of Luoguan economic development zone in Guizhou province. The results of empirical study indicate that developmental planning of inclusive growth are supposed to pay close attention to the people＇s livelihood,fairness and growth,among which fairness is the essential demand of urban economic development,growth is the core power,and livihood is the goal of development.Guizhou province should focus on infrastructure and industrial economy,emphasize the harmonious development of space,perfect the security system, protect ecological environment, and at the same time uphold public services and service to disadvantaged groups. Guizhou province should use the concept of inclusive growth as guidance to urban planning and construction of Luoguan economic development zone in Guizhou province in order to prompt the urban economic development in Luoguan district,and thus contribute to the sustainable economic development of Guizhou Province.
