在农村污水治理过程中,相关理论为累积污染贡献者,即生产性企业成为农村污水治理责任主体提供了前提和依据。因此,必须按照科学设定和合理配置的基本要求,明确累积污染贡献者的资金投入责任及其支持、参与责任。

In the rural sewage treatment process, relevant theories provide premise and basis for the cumulative pollution contributor, namely productive enterprises which have become sewage disposal responsibility body. Therefore , we must clear the cumulative pollution contributor fun- ding responsibility and its support, participation responsibility in accordance with the basic requirements of scientific and rational allocation from the reality of rural sewage disposal.
