水力发电厂水工技术监督中的常见问题及其应对措施

Common problems of hydraulic technical supervision and their counter measures in hydropower plant

为进一步提高水电厂水工技术监督水平,及时消除和规避运行过程中的隐患和风险,分析总结了21家水电厂水工技术监督中发现的常见问题,包括监督管理方面的不完善、大坝监测过程中的不规范、渗漏、淤积、引水管破裂风险、泄流建筑物磨损、地质灾害、水库调度及水情测报等方面问题。对此,提出了完善监督体系和制度、强化管理和巡查、规范大坝安全监测工作、调整运行状态和积极消缺、开展专题研究等方面的措施,为水工技术监督工作提供参考。

To further enhance the level of hydraulic technical supervision in hydropower plant, eliminatehazards and avoid risks timely during operation, common problems of hydraulic technical supervision in21 hydropower plants were analyzed and summarized, including imperfection of supervision and manage-ment, non-standard in the process of dam monitoring, the risks of seepage and sedimentation, rupture riskof water diversion pipe, wear of discharge structures, geological disasters, reservoir operation and hydro-logical forecasting, etc. This paper put forward the ideas to improve the supervision system and institution,strengthen management and inspection, standardize dam safety monitoring work, adjust the operationstate and eliminating defects positively and carry out the research on special topic, for reference.
