构建海峡西岸经济区投融资立法体系的可行性

现有的海峡西岸经济区投融资政策和立法还存在着中央和地方立法体系较乱、各地市立法不均衡、政策措施不透明,实施难度大等问题。在海峡西岸经济区投融资活动的强力推动下,为了促进区域内经济快速、协调发展和提供法律支撑,有必要构建海峡西岸经济区投融资立法体系。由于具备了一定的立法的能力,积累了相关经验,具有立法的积极性,探索了立法模式,构建海峡西岸经济区投融资立法体系具有现实的可行性。

There exist some problems on the existing policies and legislation investment in the Economic Zone of Taiwan Strait＇s Western Shore, such as various central and local legislation, unbalanced municipal legislation, opaque policy measures and implementation difficulties. To promote the regional economic rapid and coordinated development and provide legal support, it is necessary to construct the legislative system of investment and financing of the Economic Zone of Taiwan Strait＇s Western Shore under its strong promotion. At the same time, owing to having the ability of certain legislation, accumulating some experience, having legislative initiative and exploring the legislative mode, the construction of legislation of investment and financing system of the Economic Zone of Taiwan Strait＇s Western Shore has practical feasibility.
