阐述了胶东调水工程建设、管理法制化发展历程,解读了从"一布告两办法"到《山东省胶东调水条例》出台的全过程,重点论述了调水工程在条例出台后的实施效果及存在问题,分析了条例出台的背景和形势,指出了条例的重点内容,探讨调水工程如何走向法制化管理道路,对调水工程法制化管理运行发展提出建议。
After review of development history of legal system for managing Jiaodong Water Diversion Project,introductions are made on Regulations for Jiaodong Water Diversion in Shandong Province, especially issues found during its implementation. Background for legislation and main contents of the regulation are introduced.Recommendations are made on law reinforcement for operation and management of water diversion.
