高校党建工作考核体系创新探析——基于法治思维和法治方式

An Analysis on Taking the Thinking and the Mode of Ruling by Law as a Guide to Innovate the Assessment System of the University Party Building

以法治思维和法治方式为指导是创新高校党建工作考核体系的助推器,是高校质量党建、科学党建、法治党建的有力杠杆。以法治思维和法治方式的合乎公平与正义性、合乎权利与义务对等关系性、合乎程序性、合乎法律性四个核心维度为切入点分析其对创新高校党建工作考核体系的意义。针对目前高校党建评估中存在的"无章程人治评估思维"突出、程序性评估规则过度缺失下的估权力"傲慢"、评估操作公开性和群众参与度"雾霾化"、教代会形同虚设下的评估监督权孱弱问题,建议从深化普法教育活动、加强党内法规制度建设、构建高校党建工作考核法治机制、强化党组织内部与党外评估工作监督联动机制四个方面推进高校党建工作的依法评估。

Taking the thinking and the mode of ruling by law as a guide can promote the innovation of the assessment system of the university Party building, and also strengthen the party building qualitatively, scientifically and legally. The paper discusses the innovative significance the thinking and the mode of ruling by law, which should agree with the fairness and justice, the equivalence of right and obligation, the legal proceeding and the legality. Accordingly, the paper analyzes such issues in the university Party building assessment as the dominant thinking of ruling by men rather than by law, the arrogant power due to the excessive loss of procedure assessment system, the less publicity of the operation openness and mass participation, the weaker supervision of the teacher＇s representative committee which seems performing no function practically, and so on. In order to advance the university party building ruled by law, it is critical to deepen the activity of law education, reinforce the regulation construction in CPC, establish the legal mechanism to evaluate the university Party building, improve the linkage mechanism to supervise the assessment inside and outside the Party.
