老三医联动模式是医疗、医保和医药的联动改革模式,主要包括市场化三医联动模式、行政化三医联动模式和半市场半行政化三医联动模式3种类型。本文在分析老三医联动模式内容和争议的基础上,提出新三医联动模式的概念,即付费方式、经办机制、医疗体制的联动改革模式。分析其主要特征和制度优势,认为新三医联动模式是解决看病难和看病贵的关键所在,也是医药卫生体制全面深化改革的关键所在,更是中国式办法解决世界性难题的关键所在,以此为我国医药卫生体制全面深化改革提供政策参考。
