新常态下北京超大型首都城市的经济发展思路研究

The Research on Economic Development of Beijing as the Superlarge Capital City under the China's New Normal

文章从首都经济发展的问题着手,点出了存在三类问题:要素潜力释放离先进水平还有较大差距,经济结构优化的空间还非常大,投资和消费刺激作用逐渐减弱。继而,从更宽的角度,提出首都适应经济新常态、引领新常态,应实现更有内涵和展现特质的发展,更有品质的发展,更高层次的发展,更可持续的发展,更和谐幸福的发展。最后,提出应围绕首都城市战略定位做好改革,依靠法治保驾护航。

This article focuses on the problems of capital economy development and points out three types of problems： there is a larger gap from the advanced level on element potential releasing, a big space in optimizing the structure of the economy, and the stimulating effect on investment and consumption is gradually weakened. Then, based on a broader perspective, the article puts forward that capital should achieve more connotation, characterized, high -level, harmonious and happy development to get used to and lead New Normal. Finally, the article presents that to promote reform should follow the capital city＇ s strategic positioning and rely on the rule of law.
