广州市教育发展整体战略的选择与构建——基于区域教育中心建设的视角

A Package of Strategies for Education Development in Guangzhou ——Perspective of Regional Education Center Construction

战略管理是广州区域教育中心构建的核心思路。从组织使命分析、组织目标确定、外部环境与内部能力分析层面看,差异化战略应成为广州市教育发展整体战略的最终选择。广州教育发展差异化战略应从关注广州教育的属性、关注广州教育和教育服务对象间的关系、关注广州教育内部的联系三方面开展。

Strategy management is the key to constructing the regional education center in Guangzhou. This paper makes an in-depth analysis of such perspectives as organization mission, organization goals, environment and internal capabilities. Results indicate that Guangzhou shall adopt the differential strategy to develop its education program, and such strategy shall address three problems of education, that is, its attributes, its objectives, and its internal relationships.
