现代化进程中的苏州古城特色街区建设研究

A Study on the Construction of Characteristic Blocks in the Old Districts of Suzhou during Its Modernization

在经历了几十年城市建设的飞速发展之后,特色街区建设成为扩大国内消费、推进经济发展的重要举措,也是苏州加快商贸旅游发展、增强城市综合竞争实力、促进城市经济加快发展的必由之路。苏州特色街区的建设与发展虽然取得了很大成绩,却也存在着一些问题,亟须找准定位、突出特色、形成差异、科学推进。苏州特色街区的开发建设,必须把握现代化进程中的动态发展,坚持科学发展理念和原则,坚持规划设计先行、统筹协调推进,政府主导,市场运作,注重游憩功能与商业功能的有机结合,注重交通和配套功能,注重培育、提升古城区的经济功能,强化自我发展能力,注重文化资源挖掘与文化氛围打造,注重三大传统商圈的改造提升。

After decades of the rapid development of urban construction, the formation of characteristic blocks has become a key measure to increase domestic consumption and promote economic development as well as an essential way to quicken the interaction between commerce and tourism, enhance the overall competitiveness of Suzhou and prompt its faster economic development. Despite the achievements in the construction and development of characteristic blocks, there still exist some problems. It is high time to secure a right orientation, highlight features, display differences and make scientific advances. During the course, the dynamic development in the modernization must be maintained, the philosophy and principles of science-based development must be followed and the policy of plan first propelled by government-dominated coordination with market taken into consideration should be adopted. Furthermore, great attention should be paid to the combination of its commercial value with its tourism and recreational merits, the improvement of its transportation and relevant facilities, development and enhancement of the economic effect of old urban districts, and reinforcement of their self-development. In addition, emphasis should be laid on the exploration of cultural resources and the development of cultural atmosphere and the renovation of the three traditional commercial zones.
