"Internet +" : The Transformation and Challenge of the Information Age

"互联网+",既是在信息时代中国产业转型的绝佳机遇,也将带来经济体制改革、政府职能转变、转型期社会问题求解等诸多挑战。在"互联网+"语境之下,政府需要将注意力着重放在社会力量难以真正推动和促进的重量级制造业部门上。一方面用政府的指导力量推动改革,一方面促发市场导向,引入互联网这一动力引擎进行双重变奏,进行产业改造和权力置换。本文首先从政策的产生背景论证"互联网+"的必要性和战略意义,同时分析"互联网+"政策的潜在挑战,进而提出解决办法。

Abstract： ＂Internet ＋＂ not only brings about a great opportunity for Chinese industrial transformation in the information age, but also creates a lot of challenges for the reform of the economic system, the transformation of government functions, and the resolution of the social problems in the transformation period. In the ＂Internet ＋＂ context, the government needs to focus on the heavyweight segments of the manufacturing industry that the social forces find difficult to push forward and promote. On the one hand, the government guidance should be used to promote the reform, and on the other, efforts should be made to promote market- orientedness and introduce the Internet as the power engine to carry out industrial transformation and the substitution of power. This paper begins with explaining the necessity and strategic significance of the ＂Internet ＋＂, then analyzes the latent challenges to the ＂Internet ＋＂ policy, and at last provides the solutions.
