摘要
残疾人是特殊的社会弱势群体,关心残疾人、为残疾人提供就业服务、解决关乎残疾人切身利益的就业问题、提供和增进残疾人福利,不仅是全社会的责任,也是社会文明进步的标志。我国残疾人就业服务在取得一定成就的同时,也面临着就业服务专业队伍和能力不足、就业服务缺乏有效性和针对性、就业服务缺乏考核评估、就业服务理念落后、就业服务形式重于内容、就业服务效能偏低、残疾人就业服务资源分配不均衡等困境。鉴于此,残疾人就业服务的优化应遵循"集中与分散相结合、优惠政策与扶持保护相结合"原则,落实和完善"政府为主导、社区为平台、企事业单位为补充、个人与家庭积极参与"的多元合作联动体系,进一步明晰各主体的责任边界与联动范围,大力促进残疾人就业并逐步提升其就业质量。
The disabled people are social vulnerable groups. It's not only a matter of the public responsibility, but also as a sign of the social civilization to take care of them, providing employment services for them, solving problems about their vital interests, offering and promoting their welfare. Disability Employment Service has made certain achievements, but also confronted with a series of disadvantages, such as non-professional teams, ineffectiveness, unevenly distributed and non-targeted service, lacking of examination and evaluation, backward minds, etc. Therefore, employment services for disabled persons need follow the combining principle, implement and improve the "governmentleading, community-basing, enterprises and institutions –supporting, individuals and familiesparticipating " plural cooperation system, and further clarify the responsibility border, and vigorously promote the employment of disabled people and gradually improve their quality of employment.
