摘要
中国现行公务员职位与职级制度的管理模式已经严重制约了基层公务员队伍的良性运行、建设和发展,要想破除改革困境,需要健全公务员内部考核考评机制,健全公务员的退出机制,完善公务员的工资制度,做出科学合理的顶层制度设计。
China's current civil service positions and ranks regime has seriously hampered the benign operation, construction and development of basic level civil service, in order to get rid of reforming predicament, the need for sounding public servants internal assessment evaluation mechanism, the exit mechanism of the civil servants, improving the wage system for civil servants and strengthen the top -level system to make reasonable scientific design.
