摘要
提高矿产资源开发利用效率对缓解资源瓶颈制约,促进经济社会可持续发展具有重要的现实意义。本文在对我国矿产资源开发利用效率现状分析的基础上,根据生态文明建设的要求和经济发展进入新常态的特征,提出将提高中小型矿山的开采回采率、选矿回收率和共伴生矿综合利用率,推进再生资源利用产业化和规模化,提高矿山尾矿高附加值利用水平,推广先进适用的资源综合利用技术,建立资源高效利用示范基地作为"十三五"期间提高资源利用效率的重点,并从法制建设、调控资源开发总量、提高科技支撑能力和机制创新等提出对策建议。
Facing the exhausting ore, it is the utilization efficiency that plays an important role in alleviating the restriction of mineral resources, which would benefit the sustainable development of the economy and the society. This paper presents an analysis about the current situation of the utilization efficiency of mineral resources in our country, along with the need of ecological civilization and the new normal of the economic development. Basing on the discussion above, this paper proposes some key points to increase the efficiency in the use of mineral resources during the 13th Five Year Plan, including the improvement in recovery rate of mining and ore dressing, as well as the comprehensive utilization associated ore, the large-scale and industrial development in the use of renewable resources, the raise in the level of utilization of railings, the promotion of advanced comprehensive utilization technique of resource and the setting-up of the demonstrative projects focusing on the efficient usage of resources. Moreover, some suggestions are put forward in the respects of the legal construction, the total quantity control of resource, the advance in scientific support, the innovation of system and so on.
