公共治理视角下我国高尔夫球政策执行偏差及对策研究

Implementation Deviation and Countermeasures of China's Golf Policy from the Perspective of Public Governance

采用文献资料、专家访谈等研究方法,对我国高尔夫球政策执行进行系统研究,认为,我国高尔夫球政策执行中存在"禁而不止""上有政策,下有对策"等多重问题。借鉴国外高尔夫球公共治理方式得出了我国高尔夫球政策执行的启示:球场审批程序要公开透明,接受公众监督,促进多元主体形成;政策执行不能"一禁了之",要注重疏导,不断完善治理手段;理顺政府、市场、社会的关系,协调治理过程。在此基础上提出树立"有限政府"理念、培育公民社会、发挥媒体监督作用等治理对策。

By methods of literature, expert interview, this article makes a systematic research on the implementation of golf poli-cy in China. It proposes that some problems still exist despite being banned, and illegal means are popular underneath those poli- cies. From golf public governance abroad, golf policy implementation in China is enlightened： approval process of golf court needs be open and transparent to accept public supervision and promote the formation of multiple subjects; policy implementation does not mean carrying out regulations to ban, but focusing on guidance, and constantly improving governance approaches; the relationship among government, market, and society should be rationalized to coordinate governance process. On this basis, this article puts forward several countermeasures, such as, establishment of a concept of ＂limited government＂, nurturing civil socie- ty, an active and supervisory role from the media.
