非政府组织的问责路径,可以从具体行动策略和制度环境两方面进行构建。行动策略研究的是非政府组织问责的具体方式或手段;制度环境研究的是探讨问责实现所依托的政治民主制度。行动策略的研究论点或命题还处于一种假设中,许多命题还需要通过制度分析等方法进行科学论证,更需要未来实践的检验。民主制度的研究,是通过中西方的比较,发现各自的问责路径所植根的民主制度的区别,西方问责路径实现的民主制度基础不能解释和解决中国的实践问题,中国所要走的是一条"特殊主义"的问责路径。这个问责路径不是以选举制度为基础,而是以政策过程理论为主要逻辑基础的,也体现了非政府组织依附式自主关系下如何问责的特征。

Accountability path of NGO can be constructed by concrete Action Strategy and Institutional Environment. A mong them, Action Strategy investigates the concrete means of NGO accountability, and Institutional Environ ment explores the political democracy system that supports accountability implementation. The investigative the ses or propositions of Action Strategy are at a hypothetical stage now. Therefore, most of propositions should not only be demonstrated by scientific ways such as system analyzing, but practical test in the future as well. Through the comparative analysis between China and Western countries, the democracy system investigation dis covers the differences of democracy systems that the accountability path rooted in. The foundation of democracy system achieved by accountability path in Western countries is not an explanation or means for China practical issue, since the accountability path in China should be Particularism. This form of accountability path is not based on elective system. It is logically based in the theory of policy process ; furthermore, it reflects the feature of how NGOs carry out accountability with the indenendent relationship in dependency mode.
