摘要
MPA教育经过十多年的发展,逐步确立了其使命、理念与目标,在特色建设、培养体系等方面取得了长足进步,对社会发展产生了强大影响力。但是,从中长期发展考虑,MPA教育尚面临价值取向冲突、制度困境、特色困境、主体性困境以及资源配置与需求冲突等一系列问题。解决这些问题,首先应在顶层设计上进行制度创新,特别是MPA专业学位教育制度设计应该与公务员管理制度有效衔接;同时,应加快MPA教育资源的整合,使培养院校内部资源使用效率提高,促进社会资源有效输入到MPA培养院校。获得MPA项目的竞争优势,根本在于培养院校具有特色的专业化能力提升。政府在促进MPA项目专业化过程中提供必要的财政支持将会起到杠杆作用。
After ten years of development, MPA education gradually stablished its mission, philosophy and goals and made great progress in such aspects as specialty construction, cultivating system, exerting a strong influence on social development. However, considering the long term development, MPA education is still facing conflict of value orientation, institutional dilemma, features predicament, subjectivity dilemma, the allocation of resources, de mand conflict and a series of problems. To solve these problems, firstly, we should make the institutional inno vation at the top of the design, especially the MPA professional degree should be effective connection with the civil service management system. Secondly, MPA should speed up the integration of educational resources to improve the use of internal resources of efficiency in the training institutions, and to promote social resources enter into the MPA training colleges effectively. MPA projects get competitive advantage lies in the ability of specialized training institutions to enhance distinctive. The Government will provide the necessary financial sup port for leverage in the process of promoting specialization MPA project.
