预防女性弱势群体犯罪:基于福利三角理论的社会政策研究

Preventing Crimes Committed by Social Vulnerable Women:Social Policy Analysis Based on Welfare Triangle Theory

近年来,女性犯罪呈现逐年上升的态势,其中女性弱势群体犯罪尤为突出。本研究基于福利三角理论,采用半结构式访谈法考察了35位身处弱势状态的女性犯罪者。研究发现,这些女性的犯罪与其在国家、市场以及家庭三方面未获得相应的福利支持息息相关,而这一状况又和相关社会政策和服务的不足有紧密联系。因此本研究提出,可基于上述三方面的改进建立起整合式社会政策支持体系。以社会工作机构和社会工作者作为桥梁,在社会救助通道、就业再就业政策和服务以及综合式家庭服务方面加以改善,将相应的福利切实传输至女性弱势群体手中,对女性弱势群体犯罪起到预防作用。

The number of female offends increases quickly, especially more and more social vulnerable women become of- fenders. Based on welfare triangl group. According to the findings, e theory, this study interviewed 35 female offenders from social vulnerable these women＇ s commission of offence was due to the lack of welfare received from state, market and family. And the situation was much related to the imperfection of social policy and the related services. Thus this study put forward suggestions on setting up a comprehensive social policy support system. Social work organizations and professional social workers could be a bridge between government and social vulnerable women, to improve social assistance channel, employment policy and services, and comprehensive family services. Their work could make welfare cial vulnerable women. achievable, thus helping to reduce the crime rate of the so-cial vulnerable women.
