Mass Line:a Method of Policy Implementation in China

基于西方经验的政策执行理论,难以全面描述和解释我国政策执行的现状。当代中国的政策执行有着浓厚的本土特色,那就是建基于"党一群众"关系下的群众路线逻辑。群众路线逻辑下的政策执行,强调先锋队、摸石头、动员令、锦标赛和回头看,通过上层推动、实验示范、说服教育、全面实施及协调监控等过程和方法,推动政策的有效执行和落实。

The policy implementation theory, based on western experience, is difficult to describe the situation in China. China policy implementation has a special ＂mass line＂ logic, which is based on the ＂party and masses＂ rela- tion. The ＂mass line＂ logic of policy implementation emphasizes the progressiveness of executors, and stresses on high -level promotion, political mobilization, persuasion and education. It also focuses on the implementa- tion relying on the experiments, demonstrations and competitions, which require the implementation of policies to take people interests as the standard. Policy implementation under the logic of ＂mass line＂ theory also faces some practical difficulties, and needs to constantly reflect on past experiences and keep pace with the times.
