中国城市社区冲突及化解路径探析

The Study of Urban Community Conflict and Its Resolution Paths in China

随着我国城市化进程的快速推进,城市社区正面临着自改革开放以来最为激烈和广泛的变革,城市社区冲突频发不断。中国的城市社区冲突可以划分为社区利益冲突、社区权力冲突、社区权利冲突、社区文化冲突和社区结构冲突五大类型。导致城市社区冲突的原因既有外部因素也有内部因素。当前城市社区冲突化解与治理面临冲突主体上的高度重叠、居民参与不足、缺乏制度性化解平台和冲突控制成本上升等四大困境。城市社区冲突化解与治理在路径选择上应进一步强化党和政府的引导作用,强化社会居民参与,构建冲突化解的制度平台,对不同类型冲突采用不同的化解方法。

Along with the rapid advance of urbanization in China, urban community is facing the most intense and exten sive change since the reform and opening up, besides, urban community conflicts happen frequently. China urban community conflicts are divided into five types： community interests conflict, community power conflict, community rights conflict, community cultural conflict and community structure conflict. At present, the resolu tion and governance of urban community conflict are facing the four dilemmas： the main body of conflict over lapped high in many disadvantage factors, the insufficiency of citizen participation, the lack of institutional res olution platform and the increasing costs of conflict control. As to the path selection, the resolution and govern ance of urban community conflict should be followed by measures below： to further strengthen the guide of the party and government, to enhance citizen participation, to construct the institutional conflict resolution platform and to adopt different measures to different types of conflict.
