绩优奖励制度能有效激励农村地方政府的学前教育服务供给吗?——基于宁夏X县的案例研究 被引量:3

摘要 与考核义务教育普及率的一票否决不同,政府组织对于学前教育服务供给实行了绩优奖励制度。随着学前教育政策的推进,绩优奖励制度对地方政府的行为产生了影响。依据新制度主义政治学的制度有效性特征,对宁夏农村X县政府供给学前教育服务的绩优奖励制度进行了解释性案例分析。研究表明,从制度结果来看,绩优奖励制度获得了X县政府的认知和遵从,达到了期望的政策目标。但从制度有效性的实现过程来看,垂直监督过程中的信息不对称是绩优奖励制度有效实施的潜在障碍。 Different from the one-vote veto of the assessment of compulsory education' s penetration, government carried on merit sys- tem on the service of pre-school education. With the development of pre-school education policy, the merit system made an impact on the behavior of local governments. Based on the system' s validity of new institutional politics, this paper conducts an explanatory case analysis of merit system that offered by the government of X county in Ningxia to pre - school education service. The study shows that the merit system obtained the cognition and compliance of X county' s government and reached the expected policy objectives. But from the perspective of the effectiveness of the implementation process, the information asymmetry in the process of vertical supervision is a potential obstacle of the effective implementation of the merit system.
