摘要
1955年至1956年,上海市委提出并执行"紧缩与加强"计划,涉及人口、工业、商业、文教、交通等各个方面,其中改变上海臃肿的人口状况和不合理的人口结构是目标之一,而动员在沪农民回乡生产成为人口"紧缩"的重要手段。江苏省作为回乡人口的重要接收方,在表示支持"紧缩"方针的基础上,与上海市就动员、接收和安置的相关事宜进行多次协商。在这一过程中,双方在最大限度追求自身利益的前提下进行有限的合作。
From 1955 to 1956, Shanghai Municipal Party Committee presented and implemented the plan of ＂tightening and strengthening＂ , involving all aspects of population, industry, commerce, culture, education and transportation. Changing the bloating population situation and unreasonable population structure was one ot＇ the goals, and mobilizing Shanghai farmers to return to the countryside for production was an important means of population ＂austerity＂. Jiangsu Province, as an important recipient of the returning people, expressed support for a ＂tightening＂ policy, and catTied on several consultations on the mobilization, reception and settlement of Shanghai. During this process, the two sides carried on the limited cooperation in the pursuit of their own interests.
