摘要 遥感卫星具有覆盖范围广、成像速度快、不受国土、领海和领空限制等独特优势,在国防和经济建设领域中发挥了重要作用,然而,现有的遥感卫星系统运控环节多、重访周期长,很难把空间观测信息直接送达用户,不能满足突发事件中应急保障的需要,有必要设计更为灵活的管控模式以提高整个卫星系统的响应能力。通过对遥感卫星现有管控模式进行分析,提出了基于快速满足用户需求的敏捷管控模式,可以将卫星系统的响应时间大大缩短,基本达到支持突发事件应急观测的实时和近实时要求。 Remote sensing satellites have unique advantages of wide-range coverage, fast imaging, and less restriction of land, territorial waters and airspace,and play an important role in national defense and economic development.However,the existing remote sensing satellite system has a lot of operation phases and a long revisited period. It is difficult to send space observation information directly to user,which can't meet the needs of emergency support.It is necessary to design more flexible control modes to improve the response capacity of the entire satellite system. Through analyzing the existing management and control mode of remote sensing satellites,an agile management and control mode is proposed based on meeting the needs of user quickly. This mode can shorten the response time of the satellite system to less than 10 minutes,and support real-time and near real-time observation requirements in emer-gencies.
