我国碳税开征的必要性及制度设计

如今全球变暖情况越来越严重,近两年出现的雾霾天气更是引起了全世界的关注。中国作为负责任的大国,必须有所作为,如何发展经济的同时最大程度的减少碳排放成为了新的课题。而碳税作为碳减排的工具之一无疑对国家控制碳排放起着至关重要的作用,首先,它可以促使企业走低碳之路,从而抑制国内化石能源消耗;其次,这也将成为我国应对欧美碳关税,保护出口贸易的有力措施之一。但碳税的实施具有一定的复杂性,这就需要在结合我国实际情况的基础上适当借鉴国外经验来设计符合我国国情的碳税制度。

Nowadays global warming is getting more and more serious, and the haze weather is attracting worldwide attention.As a responsible country,China has to do something to reduce carbon emission.The carbon tax as one of the tools for carbon emission reduction undoubtedly plays a crucial role in the national policy. First of all it can encourage enterprises to take the low-carbon path then to control the fossil energy consumption.Secondly, it can deal with carbon tariffs to protect the export trade of our country. However,the implementation of carbon tax is complex, which requires a suitable carbon tax system for the situation of China＇s national conditions.
