摘要
提高基层一线税务干部队伍素质,是经济社会转型发展的迫切需要,但基层税务干部学历能力结构、知识结构、教育培训现状均不能满足这种需要。通过调研分析,构建了包括基本素质、知识结构、岗位技能三大类一级指标及9个胜任能力指标、35个因素项目的基层税务岗位胜任能力素质模型,并建立基于该模型的培训需求分析和培训实施与评估的能力培养提升系统。
The grassroots cadres ' quality is the urgent need for the development of economic and social transition, but base the tax structures of academic ability, knowledge, education and training of cadres status quo cannot meet this need. Through research and analysis, has built a basic Diathesis, knowledge structure, three main types of skill level index and 9indicators of competence, working on 35 factors, basic taxation position competency model and establish the training needs based on analysis of hoisting system of implementation and assessment of capacity-building and training.
