运用健康管理的理念和思维,分析了传统肺结核防控模式和策略下结核病防治工作存在的问题,探讨了新的肺结核防控模式与策略以及具体实施措施,为当前结核病防治工作提供参考。在传统结核病防治模式和策略下,结核病防治工作没有充分调动社会各部门的力量、动员全社会参与,在普通人群中的结核病健康促进和主动筛查环节比较薄弱,结核病新的实验室诊断和患者管理技术在应用和推广不够,肺结核患者诊疗费用负担依然很重。基于健康管理的理念下,结核病防治工作需要调动整个社会的积极性,建立防治服务联合体,提供覆盖全人群的结核病诊断、治疗及管理服务,探索可持续发展的结核病诊疗费用筹资和支付模式。

This article use the concept and thinking of health management, to analyze the problems of the TB prevention and control under the traditional model and strategy, to discuss a new model and strategy of tuberculosis prevention and control work. Under the traditional model of TB control and strategy, TB control work is not fully mobilize the power of government departments and the whole society to participate in, the link of TB health promotion and active screening in the general population is weak, The application and popularization of the new laboratory diagnosis and patient management technology is insufficient, The burden on TB diagnosis and treatment cost is still heavy. On the concept of health management, it need to arouse the enthusiasm of the whole society, establish service association, provide services of TB diagnosis, treatment and management covered the whole population, and explore the financing and payment mode for TB diagnosis and treatment which is sustainable development.
