广东省率先试行交通影响评价制度浅论

Superficial Discuss on Traffic Impact Analysis Which Will Be Trialed in Guangdong Province at First

本文通过分析交通影响评价的定义、目的和意义,回顾国内外开展交通影响评价的概况,探析广东省率先试行省级交通影响评价制度的必要性和可行性。建议归口交通运输行政主管部门负责,提出全方位率先试行全省交通影响评价制度、以交通运输配套服务优化创新土地开发利用模式、全面研究省级交通影响评价标准、制订简便易行的审查(批)程序、适当选择试点后再逐步推广实施5项建议。

In this paper, the definition, purpose and meaning of traffic impact analysis were studied. After domestic and overseas of general situations have been reviewed, necessity and feasibility of traffic impact analysis which will be trialed in Guangdong province at first were explored. It was suggested to put its centralized management by communication department. Then, 5 item proposals were put forward as follows： traffic impact analysis will be trialed in Guangdong province at first; land development and utilization mode should be equipped with communication supporting service optimization innovation; the provincial standard of traffic impact analysis should be investigated roundly; simple and easy examination or approval program should be worked out; phased implementation will be adopted after pilots have been selected suitably.
