县域基本公共产品供给效率分析——以福建省为例

Analysis on Supply Efficiency of Basic Public Products in Counties——A Case Study of Fujian Province

以福建省67个县(市、市辖区)为研究对象,运用DEA(BCC)-Tobit测算县域公共产品供给的相对效率,分析供给综合效率的关键影响因素。结果表明,多数县(市、市辖区)公共产品供给效率存在较大的提升空间,要素规模不合理是导致供给效率不高的关键原因。人均地区生产总值与人口密度对县域公共产品供给效率具有显著负效应,而城镇化率、财政自主权、三产比重与公共产品供给效率具有正相关关系。注重调整优化产业结构,推进实现以人为本的新型城镇化,完善地方财税自主管理体系是提高公共产品供给效率的有效手段。

This paper took the 67 counties of Fujian as the case and used DEA（BCC） model to estimate the supply efficiency and analyzed the key factors of the efficiency. The results showed that the supply efficiency of the majority of the counties had a large improvement space. It showed that the unreasonable size of element was the key reason leading to the low supply efficiency. Pet capita GDP and population density had the negative ef- fects on the efficiency of public goods supply. In the contrary, urbanization rate, financial autonomy, the proportion of tertiary industry had the positive effects. To pay attention to adjusting and optimizing the industrial structure, to promote the implementation of people - oriented new urbanization, to improve the independent local fiscal and taxation management system were the effective means to improve the efficiency of public goods supply.
