浅论国际PPP项目发展及其外部性风险分析

Development of International PPP Project and the Analysis of Its External Risk

PPP模式是近年来国际上运用于基础设施建设的新模式,通过政府部门和私人部门进行公私合作的形式,私营部门开始介入基础设施的投资与建设。并且,随着国际经济的全球化趋势不断发展,国际性的PPP项目也时有发生,来自境外的国际投资者在PPP项目中扮演了重要角色。然而,政府与私人作为项目合作的主体,其风险分配不均的问题始终存在,尤其是项目的外部性风险。本文通过PPP项目在国内外的发展及其特点进行了分析,并对项目的外部性风险进行了评述。

The PPP model is a new kind of mode for the infrastructure construction in recent years across the world. Through the public- private cooperation,private sector starts to intervene infrastructure construction. Besides,with the globalization trend of international economic development,international PPP projects have also occurred,while the international investors playing an important role in PPP project. However,as the main body of projects cooperation,the uneven distribution of risk problem between government and private has always existed,especially for those external risks. This paper analyzed the development of PPP projects at home and abroad and the characteristics,while the external risks of the projects are reviewed.
