局部洪涝或将成为防汛新常态

Local floods maybe will become the new normal of flood control

2015年汛期,江苏省局部地区短时间内遭遇强降雨侵袭,局部降雨量、河湖水位都突破了历史记录,部分城市出现险情灾情。在江苏省委省政府坚强领导下,全省上下同心,防汛抢险取得全面胜利。汛后回顾总结,局部洪涝防汛工作有许多需要认真反思之处。在分析2015年6月3场强降雨给江苏带来影响的基础上,剖析局部洪涝发生的原因。针对局部洪涝将成为防汛新常态的问题,对今后防汛工作进行反思,从防汛调度、应急处置、工程运行管理、建立补偿机制等方面提出建议。

In flood season of 2015, Jiangsu Province was struck by strong rainstorm dropped in a short period of time, resulting in great damage to parts of the city and local rainfall and water level of rivers and lakes all broke the historical records. Under the leadership of provincial government, the disaster was eliminated successfully, but it is found after review and summary of experiences that more considerations should be given to managing local floods. The reasons of local flood happening are examined based on evaluation of impact brought by strong rainfall in June 3, 2015. recommendations are given regarding to flood regulation, emergency treatment, operation and management of waterworks, establishment of compensation mechanism and finally managing local flood as a matter of routine and performed on a regular basis.
