摘要
地下空间规划实施难是一普遍现象。本文通过对深圳市上步地区(华强北)的研究发现,即便在高密度的地铁网络建设推动下,过往的地下空间规划仍然几乎没有得以实施。来自土地权益人的意见与来自规划的理想相左是最为关键的因素,空间权益范围的认定与获取方式、规划编制方法等也是影响规划实施的重要因素。最新一次的《深圳上步城市更新地区地下空间综合利用规划》(2013)结合城市更新单元规划,将地下空间规划要求纳入单元规划设计要点中,或有助于获得较好的实施效果。除此之外,还需把握在各项目审批上的衔接,项目建设时机以及基于现实条件的施工手段。
How to guarantee the implementation of underground space planning in regulatory plan is a common conundrum.Based on the case study of Shangbu district(Huaqiangbei) in Shenzhen,it is shown that previous plan has not been implemented even with high-density metro network construction.The key factor is that the ideas of the landowners disjointed from the idea of urban planning.The range and the way of access to the property rights of space,the planning and land approval mechanism,planning methods and depth of plan are also important factors to affect the implementation of the plan.The latest < Comprehensive plan of underground space of Shangbu renewal district > is cooperated with the urban renewal plan.It puts the underground space requirements in terms of design points to gain a better implementation.Besides,the convergence in project approval,the timing of construction,the reality based construction schemes are also important.
