摘要 地下空间建设投资大,且具有不可逆性,在历次城市水灾害事件中,事故频发,对社会环境的影响巨大。本文分析了影响地下空间防汛能力的内外部因素,通过问卷调查及实地测量,对上海市近1万个地下空间的防汛能力进行了全面的调查,并提出了一些防汛减灾措施建议。调查显示上海市地下空间具备一定的防汛能力,但仍存在一定的防汛安全隐患,主要体现在地势及地块排水能力、自身挡水能力、地下空间清排及排水设施、自身结构防水能力四方面,须引起地下空间管理部门及相关单位的重视,采取相应防汛减灾措施以避免或减少灾害损失。 Underground space construction has the characteristics of large investment and irreversibility,safety accidents often occurred in previous urban water disasters and caused great effects on the social environment. In this paper,the internal and external factors which influence the flood control capacity of underground space are analyzed,and the flood control capacity of nearly 10000 underground spaces in Shanghai is investigated through the questionnaire and field survey,and some flood control measures are given. Investigation shows that underground space in Shanghai with a certain degree of flood control capacity,but there are flood control security risks,which are mainly reflected in four aspects: the topography and drainage capacity of parcels,the water retaining capacity of underground space,the clear water and drainage facilities,and the waterproof ability of underground space. The administration of underground space and relevant units should attach importance to that,and take appropriate flood control measures to avoid or reduce the losses caused by disasters.
