摘要
城市排水防涝系统是保障城市正常运行的重要系统,由雨水源头控制、排水管渠、内涝防治三个子系统组成,其中排水管渠、排水泵站、深层排水隧道、地下雨水调蓄设施等大部分设施位于地下。由于地下空间的局限性与复杂性,目前影响排水防涝的地下空间利用问题主要集中在规划建设、运行维护、监督管理等方面,在一定程度上影响着城市排水防涝安全,因此合理开发利用地下空间对排水防涝系统发挥有效作用至关重要。基于河北石家庄、湖北当阳等城市的排水防涝与地下空间利用的工作实践,提出了平台建设、规划引领、制度保障和资金筹措等方面建议。
Urban drainage system is a significant component of municipal infrastructure,which ensures the normal operation of a city. Urban drainage system consists of rainwater source control,drainage pipe and waterlogging prevention subsystems. Facilities of urban drainage system,such as drainage pipe,pump,deep tunnel and rain water storage tank,are almost built underground. As a result of limitation and complication of underground space,current problems concentrate on construction,maintenance,supervision in urban drainage system,which somehow influence the security of water drainage. Effective utilization of underground space is important to the urban drainage system.Based on the practice of water drainage and underground space in Shijiazhuang and Dangyang,suggestions about platform,planning,mechanism,and capital are made.
