摘要
国际上普遍认为《加拿大国家建筑法规》NBC-2010在技术法规中构思比较先进。该法规基于目标编制,分为A、B、C三部分,A部分为法规的范围、目标、功能陈述及合规性,B部分为被视为能够满足目标及功能的可接受方案,C部分为与法规实施相关的管理规定。本文详细介绍了B部分中关于基础设计的可接受方案内容及相应的功能陈述与目标,并以地质勘察内容为例,对可接受方案如何通过实现功能从而达成目标进行了说明。NBC-2010的可接受方案具有目标性及定性不定量这两个突出特点,其编制原则、方法及技巧可供国内编制全文强制标准工作参考,也有利于国内未来技术法规的理解、宣传、普及与实施。
National Building Code of Canada 2010 is generally believed in the world that it is more advanced on conception in the technical regulations. The Code is based on the objectives and divided into Division A,Division B and Division C. Division A includes application,objectives,functional statements and compliance,Division B includes acceptable solutions that they are considered to meet the objectives and functional statements,and Division C includes administrative provisions related to implement the Code. In this paper,the acceptable solutions and relevant objectives and functional statements about foundations design in Division B are introduced in detail,and the process that acceptable solutions how to realize function to achieve objectives is explained with geological survey as a case.The acceptable solutions in NBC-2010 have two features,one is objective-based,and the other is qualitative but not quantitative. The principles,methods and skills of NBC-2010 could be referenced when domestic full text compulsive standard is writing,and it will help to understand,broadcast,popularize and implement technical regulation in China in the future.
