深圳前海合作区综合管廊规划实践与思考

Practice and Thinking of Multi-Utility Tunnels Planning in Shenzhen-Hong Kong Cooperation Zone

地下综合管廊是一种新型的市政基础设施,前海合作区在2012年和2017年编制完成两轮综合管廊规划,已经实施。相比于2012年综合管廊规划,现状公共政策及前海区域规划条件都发生重大改变。公共政策及规划区条件对2017年规划修编有重要影响,新版需要在规划理念,规划思路,规划成果等方面适应新的要求。综合管廊规划的编制在总结上一版规划经验的基础上,对综合管廊建设区域,入廊管线,路由布局等方面进行新的适应。本文对比前海合作区两轮综合管廊规划编制的理念及成果,在新的公共政策及规划条件下,综合管廊规划重点在综合管廊建设区域、入廊管线、路由布局、运营管理等方面有新的成果和表达。总结相关实践经验,以期对综合管廊规划建设提供借鉴作用。

Urban Multi-Utility Tunnels is a new type of municipal infrastructure. There are two versions multiutility tunnels planning completed in 2012 and 2017 in Shenzhen-Hong Kong Cooperation Zone. Compared with the first-version planning,public policies and planning conditions in Shenzhen-Hong Kong Cooperation Zone have been changing. Public policy and planning area conditions have an important impact on 2017 planning and revision. The new version needs to adapt to new requirements in terms of planning concepts,planning ideas,and planning results.Based on the previous version of the planning experience,the preparation of the multi-utility tunnels planning will be adapted to the integrated pipe gallery construction area,the entrance pipeline and the route layout. This paper compares the concepts and achievements of multi-utility tunnels planning in Qianhai-Cooperation Zone. Under the new public policy and planning conditions,the multi-utility tunnels planning focuses on the multi-utility tunnels construction area,entrance pipeline,route layout,operation management,etc. There are new achievements and expressions in terms of aspects. Summarize relevant practical experience,with a view to providing reference for the planning and construction of multi-utility tunnels.
