Exploration of Civil Air Defense Planning Compilation System

随着人防综合防护体系的建设发展,当前以人防工程规划为主体的人防建设规划编制体系亟待进一步完善。以人防综合防护体系建设需求为牵引,本文在梳理了人防建设规划的发展实践的基础上,对现行人防建设规划体系和编制内容存在的问题进行了分析。结合编制内容、衔接要求、平战结合三个方面的内容,提出了人民防空建设规划编制体系的构建目标和基本结构,并在此基础上对编制体系和编制内容进行了探讨,着重突出不同类型的人防建设规划在综合性、专项性、融合性上各自的特点,明确不同层级的规划种类、编制内容,对人防建设规划编制工作进行系统规划和整体安排。通过对完善人防建设规划编制体系的探讨,为人防综合防护体系的科学建设提供理论依据。

With the development of Civil Air Defense Comprehensive Protection System( CADCPS) in recent decade,current Civil Air Defense Planning System( CADPS) which take Civil Air Defense Engineering Planning( CADEP) as the main content need to be further improved. Paper focuses on the needs of the construction of CADCPS,sums up the development and practice of CADPS. Through analyzing the construction content and planning requirements of CADCPS,the basic drafting structure of CADPS is proposed,which including compiling content,cohesion requirements,function combination. On this basis,the compiling system and its contents is discussed,which emphasizing the characteristics of different types of civil air defense construction planning in comprehensiveness,specificity and integration. By exploring the CADPS,defining the types and contents of different levels of planning,systematically planning and arranging the various construction contents of Civil air defense,providing theoretical basis for the scientific construction of Civil air defense comprehensive protection system.
